The ‘RTD’ is to make sure the intrinsic unity of planning, design, management, supervision and evaluation of the various stages of prevention, treatment and reintegration in the field of drugs and drug addiction with a view to more effective coordination and implementation of policies and strategies defined.
As part of its mission, the RTD has the following duties :
a. Perform the tasks of coordinating and implementing the National Strategy to Combat Drugs as assigned by the Minister of Health.
b. Promote, plan, coordinate, implement and evaluate prevention programs, treatment, hard reduction and social reintegration in the context of drug abuse through intervention in the community by itself and in collaboration with public and private entities active in the field.
c. Promote, coordinate, support and evaluate public and private entities initiatives on the prevention of drug use and drug addiction.
d. Support the commissions for the dissuasion of drug abuse provided for in Law No. 30/2000 of November 29.
e. Collect, process and disseminate date, information and technical-scientific documentation in the field of drugs and drug addiction, in particular with regard to consumption and trafficking of drugs, psychotropic substances and precursors.
f. Establish and ensure the functioning of a national information system on drugs and drug addiction.
g. Ensure, in their capacity as a national focal point, as the obligations of the Portuguese State in the European Monitoring Center for Drugs and Drug Addiction (EMCDDA).
h. To assess the implementation of policies to combat drugs and drug addiction.
i. Ensure cooperation with external entities in the field of drugs and drug addiction.
j. Develop, promote and stimulate research on the phenomenon of drugs and drug addiction.
k. Support the training of professionals involved in the field of drugs and drug addiction.
l. Study and propose legislative and administrative measures on drugs and drug addiction, as well as monitor and support their implementation.
m. Respond to queries made by the services government or other public entities in matter within it’s powers.
n. Provide technical support to public and private entities.
o. Proposing the measures it considers appropriate in the field of system and circulation of drugs or other substances that may cause addiction without prejudice to the specific competencies of the National Institute of Pharmacy and Medicine.
p. Licence private unites to provide health care in the field of drug addiction.
q. Collaborate with the Health Directorate-General in ensuring the continuity of treatment of drug addicts among health care services integrated into the health system and the units provide care of IDT.
