The drug prevention of drug addiction is a global action strategy, taking into account, the specificity of the target groups to be covered. It aims at modifying factors favoring drug abuse, enhancing protective factors and inhibiting factors of risk, through the promotion of healthy lifestyles in different social contexts.

Based on these assumptions and experiences gained over the last few years with Prevent the Framework Programme I, it was possible to deepen and improve the new Framework Programme Prevention II. This measure introduces a new approach in the field of drug prevention and drug addiction, promoting targeted interventions for specific areas or groups (family, young people in school dropout situation, schools, specific groups, leisure facilities, prisons and Choices Programme) supported technically and financially for two years.

The funding granted under this Framework Programme was awarded through competition sponsored by IPDT, totaling $4,926,834. 311 applications were submitted between November 26, 2001 and January 11, 2002 and approved 118.
